The Lifeline program was created as a way to provide free government phones for low income citizens.  Over 1,500 telephone companies in the United States and its territories participate in the federal Lifeline and Link-Up Programs for income-eligible households. This program is offered in all 50 states, however eligibility requirements vary from state to state.
